China's official holiday notice is a national calendar input; it is not evidence of when a particular extrusion mill, glass processor, window factory, carrier or port will stop and restart.

A project planner blocks China's published Spring Festival holiday and assumes production resumes at full rate the next working day. The window assembler opens, but its glass processor has a different shutdown, hardware is waiting on a subcontractor, returning workers and quality approvals are still ramping up, and the chosen vessel's documentation cut-off moved. The official calendar was correct; the supply-chain model was incomplete. A reliable plan records the 2026 State Council dates exactly, then obtains dated operating calendars and cut-offs from every named participant, models shutdown and restart states, freezes decisions before irreversible commitments and updates evidence whenever conditions change.

2026 official calendar boundary: The dates below reproduce the State Council General Office notice Guo Ban Fa Ming Dian [2025] No. 7, issued 4 November 2025. They describe national public-holiday and adjusted-workday arrangements; they do not declare any private factory, supplier, laboratory, carrier, terminal, customs office or port shutdown.

1. Record the official 2026 dates—and label what they do not prove

The State Council General Office notice lists: New Year's Day, 1–3 January, with 4 January as an adjusted working day; Spring Festival, 15–23 February, with 14 and 28 February as adjusted working days; Qingming Festival, 4–6 April; Labour Day, 1–5 May, with 9 May as an adjusted working day; Dragon Boat Festival, 19–21 June; Mid-Autumn Festival, 25–27 September; and National Day, 1–7 October, with 20 September and 10 October as adjusted working days.

Store notice title, document number, issuing body, issue date, official URL and access date in the project calendar. Do not omit adjusted working weekends: they affect approvals, banks, offices, carriers and internal staffing differently. Also do not assume every organisation works every adjusted day or is closed every public-holiday day; shift operations and duty teams vary.

The notice explicitly encourages combining paid annual leave to create longer breaks. That reinforces the procurement boundary: legal/public dates can be shorter than actual workforce absence. A supplier's shutdown and restart require its own written confirmation, including functions, sites and residual coverage.

2. Build a calendar for each dependency, site and function

Map the complete chain by legal entity and site: aluminium extrusion and finish, thermal-break or profile processing, glass substrate/coating/tempering/laminating/IGU, hardware, seals/gaskets, screens, window fabrication/glazing/packing, subcontracted finishes or machining, third-party laboratory/inspection, packaging/rack, inland carrier, forwarder, customs broker, shipping line/air carrier, terminal/warehouse and destination receiver. One factory statement cannot speak for upstream or downstream organisations.

For each participant obtain last order/material-release date, last approval/change acceptance, last inbound receipt, last production start and completion, inspection booking, packing/loading, document submission, terminal gate-in and vessel/flight cut-offs; final staffed day by function; shutdown/limited-service period; duty/emergency contact; first staffed day; planned capacity/ramp state; backlog prioritisation; and date/version/approver. Keep claims separate from confirmed bookings and actual completions.

Distinguish calendars inside one organisation: sales may answer while engineering, procurement or production is closed; a port may operate while customs broker/document teams have limited coverage; a carrier sailing may remain scheduled while empty release, depot or trucking is constrained. Record local time zone and holiday/make-up-workday handling.

3. Model shutdown and restart as states, not one date

Create state transitions for each critical path: normal operations; pre-holiday constrained supply/booking; last-change freeze; final material receipt; controlled production completion; inspection/rework close; pack/load/dispatch; shutdown or limited coverage; maintenance/start-up; workforce/material return; first-off or process requalification where required; ramp-up; backlog clearance; and stable output. The project team approves which states and evidence apply.

Pre-holiday compression can increase queueing, substitutions, overtime, incomplete cure/process time, inspection congestion and pressure to ship with open NCRs. Do not solve calendar risk by weakening technical release gates. Define stop dates for new design changes, supplier substitutions and additional quantity based on real dependency cut-offs; exceptions require programme, quality and commercial review.

Restart is not proved by ‘factory open’. Verify critical labour and supervisors, incoming material, utilities/equipment/maintenance, subcontractor returns, current drawings/BOM, first-off/process checks, quality staffing, packing and logistics capacity. Actual evidence may show different recovery by product family. This article supplies no ramp duration or productivity assumption.

4. Set evidence-based freezes, buffers and alternatives

Work backward from the authorised site need date through destination receipt, customs/terminal/inland movement, carrier cut-offs and sailing/flight, export dispatch, packing/release, inspection/rework, production, subcontracting/materials and approvals. Use ranges and confidence from current written evidence and history, not one supplier duration. Identify dependencies with no safe alternative or high change cost.

Project-approved buffers should be tied to named uncertainty: approval iteration, material variability, pre-holiday queue, rework, missed cut-off, rolled booking, port backlog, restart qualification or destination closure. Keep buffer owner and consumption visible; hiding it inside a promised date prevents early escalation. This article provides no standard number of days.

Evaluate alternatives before crisis: earlier freeze/order; split lots only where technical/colour/batch consistency is controlled; alternate qualified supplier/site; reserve carrier/inspection capacity; local approved replacement; or planned later installation. Each alternative needs configuration, quality, regulatory, commercial and logistics approval. A second supplier or sailing is not interchangeable by name.

5. Refresh evidence and reconcile forecasts to actual states

Set refresh triggers: State Council or local official update; supplier calendar revision; workforce/material constraint; design or quantity change; subcontractor change; inspection availability; booking confirmation/change; carrier blank sailing or cut-off change; terminal/customs notice; missed milestone; quality hold; restart evidence variance. Every update records source, local timestamp, owner, affected activities and forecast change.

Use a holiday readiness review before each critical closure: frozen technical package; approved material/subcontractor commitments; actual inventory; production and QA plan; NCR/rework contingency; package/logistics documentation; bookings and cut-offs; shutdown custody/security; emergency contacts; restart/first-off plan; site receiving calendar and communications handoff. Unknowns remain red/open, not assumed available.

Track planned, supplier-forecast, committed/booked and actual dates separately. After the period, reconcile material receipt, starts/completions, first-off/QA, dispatch, gate-in, sailing and arrival to improve future ranges without blaming the national holiday for unrelated failures. Report real business outcome and remaining exposure, never ‘holiday-proof schedule’.

FAQ

What are China's official 2026 Spring Festival holiday dates?

The State Council notice lists 15–23 February 2026, with 14 and 28 February as adjusted working days. That is not evidence of any individual factory's shutdown or full-capacity restart.

Does an adjusted working Saturday mean the factory will operate normally?

Not necessarily. Obtain the named site's function-level staffing and production calendar; sales, production, suppliers and logistics can differ.

How many extra days should a window order allow?

This article gives none. Model each dependency, cut-off, queue and restart state from current evidence, then approve transparent risk buffers.

Are Chinese ports closed for all official holidays?

Do not assume so. Port, terminal, customs, depot, trucking, carrier and documentation teams have separate operating notices and cut-offs.

Does a factory reopening date equal production recovery?

No. Verify people, materials, equipment, subcontractors, quality controls, first-off state and backlog by product family.

Should quality gates be relaxed before shutdown?

No. If an approved schedule cannot preserve technical, inspection and release requirements, replan or escalate rather than convert urgency into acceptance.

What evidence should be refreshed closest to shipping?

Actual product release, NCR closure, package/loading status, booking, carrier documentation and terminal cut-offs, customs/broker readiness and destination receiving calendar.

Editorial boundary

This article is not a factory calendar, production plan, shipment booking, customs/port schedule, lead-time quotation, delivery promise, labour-law opinion or Cavorlen shutdown/availability statement. Apart from reproducing the current official 2026 national holiday notice, it invents no shutdown, restart, ramp-up, cut-off, buffer, capacity, transit or delivery date. Every supplier and logistics calendar, programme allowance and commitment must be obtained, approved and refreshed for the actual order and route.
